In the present case, the petitioner is challenging the order of punishment, which has been passed in the year 2006, whereby and whereunder three punishments have been inflicted upon the petitioner, namely, stoppage of three increments with cumulative effect, censure and he will not be entitled to any salary, save and except, what has been paid by way of subsistence allowance.
The order of punishment is of the year 2006. The petitioner had filed an appeal against the punishment order in the year 2014 and the present writ petition has been filed in the
Patna High Court CWJC No.13240 of 2016(2) dt.26-11-2018 2/2 year 2016, no explanation of delay has been offered by the petitioner in filing the appeal as well as the writ petition. In such view of the matter, this writ petition is dismissed on the ground of delay and laches.
