In a representative capacity, the petitioners have filed the writ application for improving the infrastructure and other teaching facilities of a School called Jeevani High School Patori Bazar, Samastipur. It is stated that having failed to improve
Patna High Court CWJC No.24907 of 2013 (2) dt.20-07-2016 2/2 the overall conditions of the school by public agitation, the writ application is filed for a direction upon the respondents to improve the conditions of both the teaching staff as well as infrastructure of the school in- question. In my view, it is purely an administrative function of the concerned authority of the State. On going through the averments made in para-4 it appears the funds were earlier allotted to the school but for the one reason or the other the same could not be utilized. The Managing Committee has proposed a scheme for improvement of infrastructure which is pending consideration before the Department. The education to the children must get priority of the State.
If any such proposal is pending, the same should be advisedly cleared at the quickest so that the general condition of the school is improved. In so far as the other deficiencies in proper running of the school is concerned, that should also be addressed upon a representation to be filed in this regard by the petitioners before the concerned respondent.
The writ application is disposed of.
