2. Pursuant to order dated 01.07.2019, the District Magistrate, Bhagalpur is present in Court and has filed show cause.

3. The reason why the District Magistrate, Bhagalpur was required to be present in Court is detailed in order dated 01.07.2019.

4. On the basis of the show cause filed today, the stand of the officer and learned counsel for the State is that the order of the Writ Court dated 28.02.2014 passed in CWJC No. 9642 of

Patna High Court MJC No.470 of 2015 dt.19-07-2019 2/2 1997 has been complied with and the district panel for appointment on Class IV posts has already been published on 29.06.2019.

5. In view of the aforesaid, the Court finds that the order of the Writ Court has been complied with, though belatedly. The Court would indicate here that from the pleadings on record and the submissions of the officer and the parties, the Court does not find wilful or deliberate laches on the part of the authorities.

6. Moreover, the District Magistrate, Bhagalpur has assured the Court that once the panel has been prepared the actual process of appointment based on such panel shall not be further delayed and in any case, shall be taken to its logical conclusion, within one month, as he has already sent the panel to various Departments for proceeding ahead with appointment.

7. Accordingly, the application stands disposed off.

8. Personal appearance of the officer stands dispensed with.
