The writ application raises a general grievance with respect to the construction of the Panchayat Bhawan, Chhkikauri Panchayat. The application, in this view of the matter, has been filed as a Public Interest Litigation. Where the Panchayat Bhawan of the Panchayat shall be constructed is purely an administrative decision of the Government. It does not prima facie infringe any legal right of the petitioner.

The counsel for the State has referred to the diverse statements made in the counter affidavit in order to submit that the

Patna High Court CWJC No.13888 of 2013 (2) dt.15-03-2016 2/2 State respondents, having regard to the particular facts of the case, have taken steps for construction of the Panchayat Bhawan at the proposed location.

In view of the aforesaid, the writ application has no merit.

The application is dismissed.
