In view of the limited prayer made by learned Senior counsel for the petitioner, the writ petition is disposed of with the liberty to the petitioner to file a representation for regularization/appointment before respondent no.3 within four weeks. If such application is filed, respondent no.3 would be obliged to take a final decision in accordance with law maintaining parity with others similarly situated, details of which petitioner will be citing in his representation. Claim of the petitioner should be disposed of within a period of three months from the date of receipt/production of a copy of this order along with the representation.
