It is really disheartening to note that an employee, who has completed 38 years of service, has to file this writ petition for a direction to the respondents to complete/update his service book by indicating the approval of grant of first time bound promotion and adding the benefits which have accrued to him under the Assured Career Progression Scheme of Rules 2003.

3. From the counter affidavit of respondent no. 2, it appears that the Executive Engineer Minor Irrigation Division, Bhabhua vide his Letter No. 1546 dated 18.11.2013 has requested the Divisional Commissioner, Patna division to confirm the first time bound promotion of

Patna High Court CWJC No.21761 of 2013 dt.04-12-2018 2/2 the petitioner and thereafter to return the service book for redressal of his grievances.

4. Despite such letter and a further reminder, nothing has been done at the end of the Divisional Commissioner, Patna.

5. Under such circumstances, it is directed that the respondent no. 2 shall forward a copy of this order to the office of the Divisional Commissioner, Patna who incidentally has not been made a party in the present writ petition, and further remind him that the confirmation as well as return of the service book is needed for redressal of the grievance of the petitioner.

6. It is matter of shame that for these works, a person, a retired employee, has to knock the doors of the court.

7. It is expected that the grievances of the petitioner shall be redressed, preferably within a period of three months of the production of a copy of this order before the concerned authority.
