The petitioner by this writ petition seeks quashing the order bearing no. VIG 3 (2A)/DMS/2005-06/3868 dated 14.11.2008 passed by the Area Manager, FCI Saharsa by which a disciplinary proceeding was initiated against the petitioner. The petitioner has not appeared. The FCI filed counter affidavit stating that the petitioner has already been punished vide Annexure-A on 24.07.2009 and the order of punishment has not
