2 Petitioner's claim is founded on the Scheme for the purpose of self-employment at the Panchayat level. Petitioner's claim is that under the said Scheme, they are entitled to be imparted training for artificial insemination to facilitate self employment of the petitioners. The training is to be imparted by the Department of Animal Husbandry. The Department has come out with its response that the training is to be imparted at the Pashupalan Vidyalaya in Dumraon (Buxar) where the facilities are inadequate. The counter affidavit of the State leaves a lot to be desired from the action of the State authorities in implementation of such Scheme for providing selfemployment to youth at the Panchayat level. 3 Be that as it may, plea of inadequate infrastructure has been raised and it has been expressed by the authorities that all possible steps to impart training for artificial insemination are being
Patna High Court CWJC No.4556 of 2015 dt.13-08-2018 3/3 taken and as soon as the Pashupalan Vidhyalaya at Dumraon (Buxar) is properly equipped with necessary infrastructural facilities, the training will be resumed.
4 In view of such stand taken by the respondents in the counter affidavit, no further order needs to be passed in the writ petition. The same is dismissed.
