2. Learned counsel appearing on behalf of respondent nos. 2 to 4 - Central Selection Board of Constables informs that the advertisement regarding the appointment of constables relates to the year 2009 and the panel was prepared and published in Newspaper on 10.08.2011. The petitioner didn't qualify. As such, the petitioner has no locus to claim relief and also on the ground that by lapse of time he does not fulfill eligibility criteria as laid down in the advertisement.
