It is contended on behalf of the petitioner that he is working as Assistant Teacher in Upgraded Middle School, Tilakpur in Chanan Block in the district of Lakhisarai. It is contended that his promotion on the post of Headmaster has not been considered on account of fact that, he had obtained a degree of M.A. from Vinayka Mission University, Salem, Tamilnadu. It is also urged that the petitioner had already approached the District Programme Officer (Establishment), Lakhisarai by filing a representation on 4.07.2016 (Annexure-2) but no decision has been communicated to him till date.
