JUSTICE RAJEEV RANJAN PRASAD ORAL ORDER 18-08-2023 This writ application seems to be wholly misconceived inasmuch as the petitioner himself states in paragraph '15' that in result of L.L.B. Part-III of Session 2005-06, he was initially declared 'Fail' and in this regard, he has enclosed an incomplete copy of the information supplied to him by the Controller of Examination vide Annexure '12' to the writ application but the petitioner has moved directly to this Court 17 years after the L.L.B. Part-III Session and five years after the information supplied to him vide Annexure '12'. This writ application is, thus, dismissed on the ground of delay and laches alone.
