Accordingly, it is directed that the petitioner may file a representation before the respondent no. 1 within a period of two weeks from today and the respondent no. 1 shall dispose of the same by a reasoned and speaking order within a period of four weeks thereafter considering the fact that by an order dated 04.03.2015, the Director, Agriculture, Bihar has already granted 2nd M.A.C.P. to the petitioner but the actual benefit has not devolved upon the petitioner herein.
