The petitioner is the college represented through its Secretary has invoked the extraordinary writ jurisdiction of this Court seeking issuance of a writ in the nature of mandamus directing the concerned respondents, especially the B.R.A. Bihar University to accord permanent affiliation to the petitioner-college to impart Bachelor of Arts and Bachelor of Commerce courses for the Academic Session 2024-28, 2025-29 and onward as the Inspection Committee in its inspection report dated 23.11.2023 has recommended for granting permanent

Patna High Court CWJC No.11172 of 2025(2) dt.18-09-2025 2/3 affiliation to the petitioner-college and further allow to take admission of the students from the current session, i.e. 20252029 onward.

3. Learned Advocate for the petitioner submitted that the petitioner-college was duly registered in the College Affiliation Portal of Bihar having Registration No.2021000362. Upon depositing the security money to the respondentUniversity for affiliation, the Statutory Inspection Committee carried inspection and after proper verification, recommended for permanent affiliation long back on 23.11.2023. Despite the aforesaid fact, the concerned respondents are sitting tight over the matter and no final action or order has been issued in favour of the petitioner-college, extending "No Objection" and consequent permanent affiliation.

4. Learned Advocate for the State and the learned Advocate of the University have unanimously submitted that the inspection report is primarily to be considered by the University and thereafter it would be sent to the State Government for further decision in the matter.

5. Having considered the submissions advanced and the nature of relief(s) prayed for, this Court instead of keeping the matter pending, thinks it apt and proper to dispose it off with

Patna High Court CWJC No.11172 of 2025(2) dt.18-09-2025 3/3 a direction to the concerned University and the State to look into the matter and take appropriate decision with respect to permanent affiliation of the College in view of the "Inspection Report", the copy of which has been marked as Annexure-2 to the writ petition, preferably within a period of twelve weeks from the date of receipt/production of a copy of this order.

6. The writ application stands disposed off.
