JUSTICE RAJEEV RANJAN PRASAD ORAL ORDER (Per: HONOURABLE THE CHIEF JUSTICE) 23-04-2018 In view of the framing of the Bihar Building By-laws 2014, now, we are not inclined to deal with the issue in question pertaining to the National Building Code, 2005 in the matter of discrimination and treatment of Graduate Civil Engineers and their claim to be treated at par with the Architects. The issue is now to be considered in the light of the provisions of the Bihar Building By-laws of 2014 and as the new By-laws of 2014 have come into force, the petitioner is required to challenge the said By-laws of 2014 and now, on the basis of the Code of 2005, indulgence into the matter is not called for.
