22-06-2021 Heard learned counsel for the parties through video conferencing.

It is a case of misuse of privilege of bail. Earlier, the bail application of petitioner was allowed, vide order dated 27.09.2002 passed in Cr.Misc. No. 16776 of 2002, but the petitioner furnished bail-bond on 20.08.2004 i.e. approximately two years after the order of this Court, and thereafter, he remained absconder for 16 years, as a result of which, the progress of the case was grossly paralyzed and no progress could be made in this case due to non-appearance of the petitioner and lastly, the petitioner was arrested on 21.09.2020 and only thereafter, the charge could be framed in this case on 19.02.2021.
