JUSTICE CHAKRADHARI SHARAN SINGH ORAL ORDER 06-12-2017 The petitioner seeks a direction to the respondent Tilka Manjhi Bhagalpur University, Bhagalpur to issue original Degree/Certificate of having passed the LL.B Course during the Sessions 1993-1996.

It is the case of the petitioner that after having superannuated from the job, he wants to take up legal profession for which he requires original degree/certificate of having passed LL.B. Course.

Learned counsel appearing on behalf of the University has submitted that the petitioner has approached this Court nearly 24 years after he claims to have passed the LL.B Course and on

Patna High Court CWJC No.20061 of 2016 (2) dt.06-12-2017 2/2 the ground of delay and latches, this application deserves to be dismissed.

Though I notice that there is perceptible delay on the part of the petitioner in approaching this Court, in the facts and circumstances of the case, I dispose of the writ application with a direction to the Registrar, Tilka Manjhi Bhagalpur University, Bhagalpur to consider the case of the petitioner for grant of degree/certificate and if it is found that he has successfully completed the course, degree/certificate shall be issued to the petitioner within a period of three months from the date of compliance of the formalities in this regard by the petitioner, as may be required in accordance with the procedure prescribed therefor.
