2. Mr. Y.V. Giri, learned senior counsel assisted by Mr. S.K. Giri, learned Advocate for the respondent no. 3 and 4 and Mr. Arvind Kumar Tewary, learned C.G.C. for the Union of India are present.
3. The present writ application has been filed for the following reliefs:- "(i) To issue a writ in the nature of the certiorari to quash the Memo of Seat cancellation letter of the application number 190310076316 dated 01.07.2019
Patna High Court CWJC No.14862 of 2019(4) dt.18-07-2023 2/2 (of petitioner) issued under the authority of Dy. Centre Incharge, Reporting Centre (JSAA-2019) National Institute of Technology, Patna, Bihar, by which the Seat of admission in B.Tech/B.E. Course (Joint Entrance Examination, Govt. of India) for the Academic Session 2019-20) has been cancelled by showing unreasonable reasons that person with disability (PWD) status has been changed.
(ii) To hold and declare that the said Memo of cancellation letter is not sustainable for the reasons that it has been issued without getting the report /opinion of expert and Medical Board.
(iii) To issue a writ in the nature of mandamus to direct the respondents to reinstate the application seeking admission of petitioner and further direct to take his admission in B.E./B. Tech his course JEE as per merit list in accordance with law.
(iv) To restrain the respondents from harassing the petitioner which is contrary in terms of law emanating from Article 14 and 21 of the Constitution of India. (v) To grant any other reliefs for which Petitioner is entitled to have."
4. From the kind of reliefs prayed in the writ application, it appears that over the period the writ application has lost it's significance as the reliefs prayed cannot be granted now in the year 2023. It may be one of the reasons that no one is taking interest on behalf of the petitioner.
