2. With the consent of both the parties, this writ application is being disposed of at the present stage itself.

3. Learned counsel for the petitioner submits that for seeking the reliefs as claimed for in the present writ application, the petitioner has already filed a representation before the District Magistrate-cum-Collector, Darbhanga (Respondent No.

4) on 20.06.2025 which has been enclosed in the writ

Patna High Court CWJC No.11264 of 2025(2) dt.16-07-2025 2/3 application as Annexure-3, which continues to be pending. Learned counsel for the petitioner submits that the petitioner would be satisfied if an appropriate direction could be issued to the District Magistrate-cum-Collector, Darbhanga (Respondent No. 4) to dispose of his representation on merit after giving an opportunity of hearing to the petitioner, by passing a reasoned and speaking order.

4. To this prayer being made by the learned counsel for the petitioner, the learned counsel for the Respondent-State does not have any objection.

Considering the formal nature of prayer being made by the learned counsel for the petitioner, this writ application is being disposed of directing the District Magistrate-cumCollector, Darbhanga (Respondent No. 4) to dispose of the representation of the petitioner dated 20.06.2025 (Annexure-3 to the writ application) on merit after giving an opportunity of hearing to the petitioner, by passing a reasoned and speaking order. The entire exercise must be carried out within a period of two months from the date of production of a copy of this order by the petitioner.
