JUSTICE CHAKRADHARI SHARAN SINGH ORAL JUDGMENT Date : 17-09-2019 The petitioner claims that though he was entitled to scale of Rs.4000-100-6000 with effect from 01.01.1996, he was wrongly allowed scale of Rs.3200-85-4900. He is accordingly seeking a direction to allow him the said scale of Rs.4000-6000 with effect from 01.01.1996.
2. The petitioner admittedly retired from service, from the post of Havildar in Mounted Military Police (MMP), Bihar,
Patna High Court CWJC No.18100 of 2019 dt.17-09-2019 2/2 with effect from 29.02.2012. It appears, as has been stated in paragraph-18 of the writ application that he had earlier approached this Court by filing a writ petition giving rise to CWJC No. 4045 of 2016 which was dismissed as withdrawn. There is no mention in the writ application as to whether any liberty was obtained for filing another writ application.
3. In such view of the matter, I am not inclined to entertain this writ application because of inordinate delay and laches, in the absence of any justification at all, pleaded in the writ application.
