JUSTICE JYOTI SARAN ORAL ORDER 10-03-2015 In the present case the petitioner, a holder of license for running a fair price shop under the Public Distribution System seeks to question an order of cancellation of his license bearing no. 2 of 1990 passed by the licensing authority-cum-Sub Divisional Officer, East Muzaffarpur on 18.3.2008, a copy of which is placed at Annexure-6 to the writ petition. The writ petition having been filed after a gross delay of six years, does not accompany any explanation whatsoever for the excessive delay and is dismissed accordingly on this sole ground.
