2. The petitioner is seeking issuance of writ in the nature of certiorari against Multi-State Cooperative Land Development Bank. A special Bench of this Court in a case of Arun Kumar Singh Vs. State of Bihar & Ors. and other analogous cases, reported in 2016 (1) PLJR 451, has held that such Co-operative Society cannot be said to be 'State' within the meaning of Article 12 of the Constitution of India, and, therefore, it is not amenable to writ jurisdiction.
