In view of the nature of the grievances/claims raised on behalf of the petitioner in the present writ petition with respect to the lands in question, the writ petition is disposed of with a liberty to the petitioner to file a petition under Section 3 of The Bihar Land Mutation Act, 2011 in the prescribed proforma before the prescribed authority i.e. the Circle Officer of the area concerned within a period of one month from today with a certified copy of the present order.

If such a petition is filed on behalf of the petitioner, then the respondent Circle Officer, Mushahari in the district of Muzaffarpur, within whose jurisdiction the lands in question are situate, shall be obliged to consider and decide the claims of the

Patna High Court CWJC No.11953 of 2014 (2) dt.17-12-2015 petitioner strictly in accordance with law, but, before passing any final order, an opportunity of hearing must be given to the petitioner and all other concerned persons. All endeavours shall be made by the respondent Circle Officer, Mushahari to decide the claims of the petitioner at an early date preferably within a period of three months from the date of filing of such petition by the petitioner.

The writ petition stands finally disposed of with the observations and directions made above.
