JUSTICE AHSANUDDIN AMANULLAH ORAL ORDER 16-11-2022 Mr. Abhay Kumar Thakur, learned counsel for the petitioner submits that the sole petitioner has died and that the heirs had been informed but despite his best efforts, nobody has come forward to take steps for substitution. The matter has been repeatedly listed on 03.08.2022, 12.10.2022 and today. Today also learned counsel submits that there is total lack of any communication from the heirs of the sole petitioner.

2. Having regard to the aforesaid, the Court finds that the heirs of the writ petitioner do not appear to be interested in
