Submission of learned counsel for the petitioner is that petitioner is in custody for more than one year and there is no substantive progress in the trial.

Heard learned APP also.

Having heard both sides, case relates to kidnapping and rape, as such, I am not inclined to grant bail to the petitioner. However, learned District Judge is directed to look into the matter and expedite commitment of the case, so that the trial may commence.
