2. The present petition has been preferred for the following relief(s):

"for initiation of a Contempt proceeding and suitable conviction thereof against the O.P.No.2, for wilful disobedience of the order dt. 25.04.2024, passed by Hon'ble Mr. Justice Rajiv Roy, in C.W.J.C. No. 700/2024, by which the Hon'ble Court has pleased to direct the Opposite Party No. 2 to decide the Revenue Record No.53/2014 within a period of two months from the date the copy of the order is provided to him. And further direct the O.P. No- 2, to disposed of the Revenue Case No-53/2014, within

No- 2, to pay suitable compensation to the petitioner for his mental, physical and economical harassment, for which only the O.P.No- 2 is responsible and for any other appropriate order/orders, direction/directions as this Hon'ble Court thinks fit and proper in the facts and circumstances of this case.

3. On 25.04.2024, CWJC No. 700 of 2024 (Sanjay Kumar Yadav vs. The State of Bihar & Ors.) was disposed of directing the Additional Collector, Saharsa to conclude Revenue Record No. 53 of 2014, if still not disposed of, in two months.

4. Learned State counsel submitted that a show-cause has been filed on behalf of the opposite party nos. 1 and 2 and averred that the Additional Collector vide memo no. 2198-2 dated 23.08.2024 has disposed of the aforesaid case rejecting the case of the petitioner.

5. The show-cause was put on affidavit on 10.09.2024 but the copy of the said show-cause was served upon the learned counsel for the petitioner in the Court room today itself while the Court copy is still with the State office inasmuch as learned State counsel has no knowledge about its whereabout.

6. This Court through his Court Master checked the development of this case and do not find that at any point of time, the show-cause was filed in the Office. The office report dated 27.11.2025 also records that no show-cause has been filed.

7. An order has been complied, put on show-cause, the same has not been filed. While disposing of the contempt petition, a cost of Rs. 1,000/- is imposed to the Office of learned GP-26 and the amount is to be deposited with the Patna High Court Legal Services Committee.

8. The Office is free to realize the amount from the erring counsel/staff who ensured that the show-cause is not filed in the office.

9. Learned State counsel undertakes to provide a copy of the show-cause in course of the day to the Court which will be part of the record.
