====================================================== CORAM: HONOURABLE MR. JUSTICE BIRENDRA PRASAD VERMA ORAL ORDER 20-03-2015 Heard learned counsel appearing on behalf of the petitioner. However, none appears on behalf of the respondents, though the name of the learned counsel appearing on their behalf is printed in the daily cause list.

The matter at issue is claim of the petitioner for payment of alleged contractual dues of Rs.86,500/- for the works allegedly done in the year 2000-2002.

According to the learned counsel, the work was allotted to the petitioner- a registered society, by the respondent No.3- The All India Women's Conference. The works are said to have been completed in the year 2002 and bills were submitted for payment, but the payments have not been made till date. Admittedly, the present writ petition was filed on 14.07.2010, after a long delay. There is undue and unexplained delay of more than 8 years in approaching this Court in the present proceeding. Furthermore,

Patna High Court CWJC No.10892 of 2010 (3) dt.20-03-2015 2/2 learned counsel appearing on behalf of the petitioner has not been able to show that the respondent no.3 is either a statutory body or an instrumentality of the State.

In above view of the matter, no relief can be granted to the petitioner in the present writ petition. It is accordingly, dismissed.
