Learned counsel for the petitioner submits that the order, which has been passed by the District Programme Officer (Establishment), Jehanabad, is not in consonance with the order passed by this Court in C.W.J.C. No.12135 of 2013, but de hors to the order passed in the case of Vishwanath Pandey v. State of Bihar and Others, reported in 2013(3) PLJR 305 S.C., which has been clarified in the case of Mukesh and another vs. the State of Bihar and others, reported in 2017 (2) PLJR 263 SC.
