2. At the very outset, learned counsel for the petitioner submits that the petitioner has filed a representation on 16.06.2022 and 08.05.2023 before the respondent no.4, which has not been disposed of as yet.

3. In such view of the matter, I direct the respondent no.4 to dispose of the representation of the petitioner by a reasoned and speaking order within eight weeks after affording proper

4. It is made clear that respondent no.4 shall be solely responsible for non-compliance of the order within the stipulated period.
