In the present writ petition, petitioner is seeking relief for pensionary benefit.

Petitioner has tendered his resignation which was accepted in 2003 itself. There is delay of 13 years in approaching this Court. There is no explanation for the aforesaid delay. Writ petition suffers from delay and laches. In such view of the matter, this writ petition is not maintainable. It is accordingly dismissed.
