This is second attempt on behalf of the petitioner, whose prayer earlier after some argument was disposed of as withdrawn on 03.11.2014 in Cr. Misc. No. 24147 of 2014 with a liberty to surrender before the Court below within a fortnight for a prayer of regular bail but in stead of doing so fresh application has been filed.

In view of the above, there appears no reason to change the stand already taken. Accordingly, the prayer of anticipatory bail on behalf of the petitioner in connection with Shahkund P.S. Case No.147 of 2013, pending before the Chief Judicial Magistrate, Bhagalpur is hereby refused with a direction to surrender before the Court below at once, failing which the Court below is directed to take all coercive steps permitted under law to ensure his appearance/apprehension.
