Learned counsel for the petitioner submits that the petitioner has filed the present writ petition seeking quashing of the letter dated 16.06.2025 issued under the signature of respondent no. 4, namely the Sub-Divisional Magistrate, Narkatiaganj, West Champaran, and for a direction to appoint the petitioner to the post of Vikash Mitra.

Learned counsel for the Bihar Mahadalit Vikas Mission has raised a preliminary objection and submits that, as per the relevant rules, the matter is to be decided either by the Director, Bihar Mahadalit Vikas Mission, Patna or by the Collector. He further submits that the petitioner has hastily approached this Hon'ble Court by filing the present writ petition without awaiting the decision of the competent authority of the Mahadalit Vikas Mission.

In the aforesaid background, the petitioner is directed to file a fresh representation before respondent No. 2, namely, Director, Bihar Mahadalit Vikash Mission, Bihar, Patna, along with a copy of this order, within 30 days from today. Upon receipt of the representation, the Director, Bihar Mahadalit Vikash Mission, Bihar, Patna, is directed to take a decision on the said representation within 90 days from the date of its filing, with a reasoned and speaking order.
5. With the aforesaid observation and direction, the writ petition stands disposed off.
