The Court expresses no opinion on the merit of the claim. So far as primary relief with regard to extension of contract is concerned, in the given circumstances explained in the counter affidavit it was prima facie a wrong decision on the part of the respondents to accord benefit of contractual engagement to the petitioner by the authority contrary to the directive. It is for the superior authority to verify.
