The petitioner claims to have supplied certain books to different schools run by the State during the year 1985-1989 . Payments were made. But, according to the petitioner, some dues remained outstanding. The State Government in 1999 vide Annexure-3 created a forum called IFCC. The Deputy Director under the impugned letter communicated the decision of IFCC declining the relief to the petitioner. The said communication is under challenge.

Counsel for the petitioner, after making submissions at some length, submitted that the petitioner would ventilate his
