Petitioner is not an allottee rather a proxy allottee and is aggrieved by a demand which is raised against the original allottee.

The petitioner merely on strength of a power of attorney can raise no objection to any demand raised against the original allottee so long as his name is not substituted in place of the original allottee in the records of the Housing Board.
