Writ application is required to be dismissed for many a reasons. One that the regulation does not provide for allowing a candidate to appear in a compartmental examination after more than 21 years. Second the latches and delay itself is also a good ground for refusing to exercise discretion and give direction of allowing the petitioner to take any compartmental examination, if he had passed his matriculation examination way back in the year 1994, but had failed in mathematics subject.

Whatever be his compulsion for making such a prayer now, this Court is not enthused looking at the dedication of the petitioner towards education and
