2. Learned counsel for the petitioners submits that the issued raised in the present writ application is squarely covered by the judgment dated 13.08.2019 of this Court passed in L.P.A. No.43 of 2016 and other analogous cases as also the judgment dated 01.03.2024 passed in C.W.J.C. No.96 of 2024.

3. Learned counsel for the respondents have no objection to the aforesaid submission.

4. In such view of the matter, the petitioners are directed to file a detailed representation before the respondent no.5 along with all supporting documents within a period of six weeks and the respondent no.5 is well advised to consider the case of the petitioners after affording opportunity of personal hearing or through their counsel and pass a reasoned and speaking order in accordance with law within eight weeks thereafter.

5. It is made clear that respondent no.5 shall be
