It is contended on behalf of the petitioner that though application for grant of arms licence for carrying N.P. Bore Revolver/Pistol was filed in the year 2005 itself vide Annexure 1, no decision has been taken by the authority concerned despite the recommendation by the police officer on 20.12.2005 vide Annexure 2. If the allegation of the petitioner is correct, then this appears to be gross negligence on part of the respondents.
