It appears from the connected writ application, namely, C.W.J.C. No. 4615 of 2016 that the contract of the petitioner was already cancelled vide letter, dated 8.2.2016. As such, first part of the order, dated 10.2.2016 passed the Special Secretary, Building Construction Department is of no consequence. So far as second part of the order directing the Superintending Engineer (Electrical), Building Construction Department to black list the petitioner is an internal communication between the official respondents and no communication has been issued to the petitioner in this regard. As such, this writ application is pre-mature and dismissed as such with liberty to the petitioner to approach appropriate forum in case he is aggrieved by any subsequent action of the respondents.
