"For a direction to the Respondents concerned to withdraw the office order as contained in Memo No.1481 dated 24.08.2017 passed by the Respondent Sub-Divisional Officer (S.D.PO.), Sadar, Saharsa whereby in a very arbitrary, unilateral and illegal manner petitioners and other concerned shopkeepers and businessmen of market known as Sabji Mandi in front of Saharsa Railway Junction between Shankar Chowk to Chandni Chowk were directed to keep their business and shops closed between 11.00 A.M. in the morning to 8.00 P.M. in the night and allowed to open shop only between 8.00 P.M. in night to 11.00 A.M. in morning, which is a highly unrealistic, inconvenient and unreasonable restriction bound to adversely affect the common people of district of Saharsa."
