If this is the position, which is emerging from the counter affidavit, then obviously there cannot be any direction for any appointment on the basis of the panel so prepared earlier, which has certain loopholes, as is the stand of the respondents. However, the District Magistrate, Supaul would be well advised that the time frame, which has been indicated in the decision dated 14.7.2016, would be adhered to and the matter does not drag on for years together merely because panel is required to be reworked by following the guidelines and the parameters, which has been indicated in the said decision.

Writ application stands disposed of with the above observation and direction.
