JUSTICE SUDHIR SINGH ORAL JUDGMENT (Per: HONOURABLE THE ACTING CHIEF JUSTICE) Date: 14-02-2017 The petitioner has invoked the writ jurisdiction of this Court in public interest for appointment of Anganwari Sevika in different Wards of Samastipur District in view of the population as per 2011 census.
We find that opening of Anganwari Centre is an administrative decision required to be taken by the State Government keeping in view the requirements and the financial resources. The guidelines for opening of the Anganwari Centre are directory and, therefore, on the basis of such guidelines, no right accrues to any person to seek opening of Anganwari Centre only because population is more than that specified in the guidelines.
