The petitioner is aggrieved by construction of common drainage over a piece of land, which is his raiyati land under the garb of seven-point scheme of the State Government, despite availability of suitable alternative Gairmajarua land. Learned counsel for the petitioner has submitted

Patna High Court CWJC No.14904 of 2019(2) dt.25-07-2019 2/2 that, without the consent of the petitioner, the drainage could not have been allowed to be constructed, in the absence of any acquisition proceeding.

I am of the view that the grievance, which the petitioner is raising in the present writ application, could have been raised before the Public Grievance Redressal Officer, who has statutory power under Bihar Right to Public Grievance Redressal Act, 2015 (for short 'the Act'), to look into the nature of the grievance, which the petitioner is raising in the present writ application.

This writ application is disposed of with a liberty to the petitioner to approach the Public Grievance Redressal Officer, by making an application within 15 days, in accordance with law, which shall be disposed of expeditiously, preferably within a period of three months thereafter.
