The limited relief prayed by the petitioner in this writ petition is for a direction to the District Magistrate, Supaul to dispose of the Appeal No. 64 of 2013 pending before him. The petitioner is a licensee under the Public Distribution System (Control) Order, 2001 bearing License No. 17 of 2007 and which license of the petitioner has been cancelled under the orders of the licensing authority-cum-Sub Divisional Officer, Supaul 12.9.2013 and being aggrieved the petitioner has filed a statutory appeal bearing Appeal No. 64 of 2013 which remains pending before the District Magistrate, Supaul.
