Some of the arrears of salary is not paid, because of lack of availability of allocation of funds.

Such ground cannot be used indefinitely for meeting the obligation of the State.

In view of the above, the writ application is disposed off with a direction upon the respondents, i.e., the District Magistrate, Lakhisarai to ensure that the left over payment of the petitioner is made to him within a period of three months from the date of production /
