JUSTICE ANIL KUMAR UPADHYAY ORAL JUDGMENT (Per: HONOURABLE THE CHIEF JUSTICE) Date: 03-07-2017 The writ petition filed by the petitioner has been dismissed on 19.2.2016 in the following manner: " In the nature of general accusations that is brought in this writ petition, no order can be passed. The petitioner raises allegation against the entire functionaries in the District including the District Magistrate. Such general nature of accusation cannot warrant any indulgence nor would persuade this Court to issue

Patna High Court LPA No.840 of 2016 dt.03-07-2017 2/2 any directives. Even when the petitioner complains against the arbitrary intrusion by these authorities there is nothing on record to show that the attention of the Department towards such interference has been requisitioned.

No cause for indulgence is made out. The writ petition is disposed of."

Keeping in view the aforesaid, we are not inclined to interfere into the matter.

If aggrieved, the appellant may make specific complaint with regard to illegalities before the competent authority of the State Government with specific instances and thereafter, in case the competent authority does not consider the specific grievance of the appellant made on the basis of his representation, liberty shall be available to the appellant to agitate the same afresh in accordance with law.

With the aforesaid observations and liberty to the appellant, this appeal stands disposed of.
