====================================================== CORAM: HONOURABLE MR. JUSTICE AJIT KUMAR ORAL ORDER 29-08-2025 Heard learned counsel for the petitioners, learned counsel for the University and learned counsel for the State.
2. Learned counsel for the petitioners submits that Seven Members Selection Committee has already recommended
Patna High Court CWJC No.13747 of 2025(2) dt.29-08-2025 2/3 for adjusting counting of services of the petitioners. Since, the date of appointment in the College in question, which is affiliated and permanent affiliation has been given in the subject of Political Science w.e.f. 15.10.1995.
3. Petitioner no. 1 was appointed as a lecturer in the subject of Political Science in the admissible Pay-scale of Rs. 700-1600/- upon the recommendation by the Governing Body, vide letter no. Appt/156/82, dated 14.06.1982 and he submitted his joining on 16.06.1982 before the Principal of the College.
4. Petitioner no. 2 was appointed as a Lecturer in the subject of Political Science in admissible Pay-scale of Lecturer, vide letter no. 016/94, dated 07.01.1994 and he submitted his joining on 12.01.1994 before the Principal of the College.
5. Petitioner no. 3 was appointed as a Lecturer in the subject of Psychology, vide letter no. 10X/94, dated 02.12.1994 in admissible Pay-scale of Lecturer and submitted his joining before the Principal of the College on 13.12.1994.
6. In this regard the petitioners have relied upon a Judgment of this Hon'ble Court reported in 2007(1) P.L.J.R. 141 (Budhdeo Prasad Singh (In both) Vrs. State of Bihar (in both)).
7. On the contrary, learned counsel for the University
Patna High Court CWJC No.13747 of 2025(2) dt.29-08-2025 3/3 submits that the petitioners may be directed to submit representation before the Vice-Chancellor, who would be obliged to take a call by calling upon all the connected records from the concerned College and decide the case of the petitioners on the basis of the recommendation made by the Seven Men Committee, which is appended as Annexure-9 to the writ petition.

Learned counsel for the petitioners submits that all these petitioners would be filing separate application appending all necessary documents for redressing their grievances and on submission of such representation the Vice-Chancellor would be obliged to take a final decision by calling all connected records and hearing all the parties in this case and on upon being satisfied with the materials so produced, necessary correction in the date of appointment would be made and benefits if any, the petitioners are entitled, the same shall be granted to them.
