The petitioner is aggrieved by the appointment of private respondent against the post of Anganwari Sevika for Dih Tola, Madhuban South, Ward No.9, in the district of East Champaran and seeks a direction to appoint herself against the post. The guidelines in force enable the petitioner to raise such grievance before the District Programme Officer, whose order is appealable before the District Magistrate.
