In larger interest of the education, the responsibility has been vested with the Director, Secondary Education. In the opinion of this Court the Director is better in a position to decide and consider the interest of the State exchequer and interest of the writ petitioner. Accordingly the writ petition is disposed with liberty to the petitioner to approach the Director,
