Mr. Shashi Shekhar Prasad, A.C. to G.A. 13 for the State points out that the petitioners were the applicants for the posts of Secretary, Gram Kachahari but despite empanelment they could not be selected as they had obtained their certificates/degrees(claimed to be equivalent to matriculation) either from Bihar Sanskrit Education Board, Patna or from Jharkhand Academic Council, Ranchi (Madarsa Examination). The State Government has clarified the rule-provision in this regard vide Annexure-5.

Be that as it may, since no body appears on behalf
