No explanation has been furnished so as to examine the delay in compliance of this Court's order. That apart, no application has been made in seeking extension of time limit stipulated by this Court in LPA No. 620 of 2019.

2. Taking note of these facts and circumstances, it is a case warranted for imposition of cost and it has been quantified @ Rs. 5,000/- (Rupees Five Thousand). Cost shall be paid to the petitioner within a period of eight weeks by the concerned respondent.
